Start with the conditions your house actually sits in
Houston sits in a demanding Gulf Coast wind environment, and east of Highway 146 the state runs a coastal windstorm inspection program that many insurance carriers require documentation for. Every spec decision — post wall thickness, blade gauge, fastener grade, foundation depth — has to reflect Gulf Coast conditions. A light-duty imported kit will not clear a Houston permit review. Foundation, not frame, is what fails first
Houston soils are expansive clay. Surface-bolted base plates fail in clay — they lever out under the first sustained wind event. Real Houston foundations are drilled concrete piers, 18 to 24 inches in diameter, 24 to 48 inches deep, rebar-caged, with engineered base plates and epoxy anchors. The pier depth is sized off the actual soils report, not a generic kit spec. If the supplier cannot tell you the pier diameter and depth before contract, walk.
Heat performance is dual-wall geometry — full stop
Single-skin aluminum louvers radiate Texas sun. Dual-wall foam-insulated blades drop under-cover temperature 15 to 20°F. Add motorized zip screens and a perimeter shade and the patio stays usable April through October — exactly the window most Houston yards are not. No fan, no mister, no shade sail does what the dual-wall blade does, because the heat source is the blade itself.
- Single-skin blade: radiates — under-cover air sits within 2–3°F of ambient.

Insist on a Texas PE stamp before you sign anything
A Texas Professional Engineer stamp is what the City of Houston (or your municipality) inspector signs the permit against. Kit pergolas without a PE stamp will be rejected at submittal. If a supplier cannot provide a PE-stamped site-specific drawing set for your address, the project is going to stall at the permit office — and the supplier knows it.
HOA submittal is a process, not a form

The submittal pack you need is: stamped structural drawings, an elevation rendering keyed to your house, a powder-coat finish sample (Anthracite 7016 and Matt Black 9005 clear most committees), and the manufacturer's wind-load documentation. Your supplier should be assembling this for you, not handing you a form.
